A young man murders women, using a movie camera to film their dying expressions of terror.

Loner Mark Lewis (Carl Boehm) works at a film studio during the day and, at night, takes racy photographs of women. Also he's making a documentary on fear, which involves recording the reactions of victims as he murders them. He befriends Helen (Anna Massey), the daughter of the family living in the apartment below his, and he tells her vaguely about the movie he is making.

Cop Harry Callahan (Clint Eastwood) attempts to track down a psychopathic rooftop killer before a kidnapped girl dies. When he is found Harry abuses the murderer's civil rights putting him back on the streets. Once he is released he hijacks a school bus and Harry must go after him again. The only way to stop this vicious killer is in cold blood.

The girls partner with another survivor, Hector (Robert Beltran), but as they try to avoid the zombies, they're sought by scientists who want to experiment on their bodies in the hope of finding an antidote.

A troubled child summons the courage to help a friendly alien escape from Earth and return to his home planet.
